Forward Linkages Cross the Border: MRIO Comes to IMPLAN’s Downstream Guides

What forward linkages measure, and why geography matters
Most impact analysis looks backward. You model a change and trace it up the supply chain to the vendors and their suppliers. Forward linkages do the opposite. They follow output downstream to the industries that buy it and use it to make other products.
Downstream effects rarely follow regional borders. A steel tariff meant to protect domestic producers in one region can raise costs for automakers, appliance makers, and construction firms hundreds of miles away. If your analysis only looks at one region, you’re only seeing part of the impact, and for a policymaker weighing the full economic case for or against a proposed regulation, that’s a significant blind spot.
